ED Arrests Kailash Chand Mangla in TTD Adulterated Ghee Case; ₹96 Crore Supply Under Investigation
Tirupati, Andhra Pradesh: The Enforcement Directorate (ED) has arrested Kailash Chand Mangla, promoter of Sukriti Foods Pvt. Ltd., in connection with the investigation into the alleged supply of adulterated ghee to the Tirumala Tirupati Devasthanams (TTD).
According to an ED press release dated September 18, 2026, Mangla was arrested on September 17, 2026, under Section 19 of the Prevention of Money Laundering Act (PMLA), 2002. He was subsequently produced before the Special PMLA Court in Visakhapatnam, Andhra Pradesh, which remanded him to judicial custody.
ED Investigation Into Alleged Adulterated Ghee Supply
The ED said its investigation was initiated on the basis of an FIR registered at Tirupati East Police Station. The FIR relates to allegations of criminal conspiracy, cheating, forgery and corruption connected with the alleged fraudulent supply of adulterated ghee to TTD.
According to the agency, its investigation found that the allegedly adulterated ghee was manufactured using refined palm oil, palm kernel oil, palmolein and various chemicals, including MG-90, monoglycerides, Myvacet Soft 400 and acetic acid ester.
The material was allegedly supplied as Agmark Special Grade Cow Ghee for use by TTD.
₹230 Crore Worth of Alleged Supplies
The ED has stated that the alleged fraudulent supply of ghee to TTD during the period 2019 to 2024 was valued at approximately ₹230 crore.
Of this amount, the agency alleges that approximately ₹96 crore worth of adulterated ghee was manufactured by Kailash Chand Mangla.
The figures are part of the ED's ongoing investigation and represent the agency's findings and allegations at this stage.
Alleged Role of Kailash Chand Mangla
Kailash Chand Mangla, promoter of Sukriti Foods Pvt. Ltd., has been described by the ED as one of the alleged co-conspirators in the case.
- The agency alleges that Mangla:
- Facilitated the procurement of adulterants.
- Manufactured adulterated ghee at his factory premises.
- Coordinated the alleged supply through various entities.
Created and maintained false records relating to the purchase and sale of ghee and refined palm oil.
According to the ED, these records were allegedly created to conceal the actual use of adulterants and create the appearance of legitimate production and supply of genuine cow ghee.
Companies Mentioned in the Investigation
The ED said that the alleged supply was coordinated through various entities, including Sri Vaishnavi Dairy Specialities Pvt. Ltd., Malganga Milk & Agro Products Pvt. Ltd. and A.R. Dairy Foods Pvt. Ltd.
The agency is examining the roles of individuals and entities connected with the alleged supply chain.
Another Arrest in the Case
The ED also stated that it had earlier arrested Vipin Jain, promoter and director of Bhole Baba Organic Dairy Milk Pvt. Ltd.
According to the agency, Jain is alleged to have played a role in orchestrating the manufacture and fraudulent supply of adulterated ghee to TTD.
Investigation Continues
Mangla's arrest marks another development in the ongoing investigation into the alleged adulterated ghee supply case.
The Special PMLA Court in Visakhapatnam has remanded Mangla to judicial custody, while the ED continues to investigate the alleged financial transactions, manufacturing activities, supply chain and involvement of other entities or individuals.
The ED has stated that further investigation is under progress.
